Not sure of your exact question, but it sounds like you are looking to buy a domain name from surpasshosting which is advertised at $15.99 and that package includes 100 Email Forwarding accounts and URL Forward and Redirect. I don't believe that this includes any hosting, or sub-domains. In order to have a website you would need to also order a hosting plan from surpasshosting, or one of the resellers.
My domains were not registered through surpasshosting, but I do use them for my hosting which has been good. Check their hosting plans for one that meets your needs. Hope this helps

Subdomains are not new domains, like something.com. You buy a domain for $15.99 which is a .com or .net or whatever you want. Your hosting account allows you to setup subdomains, which would be like something.something.com on your site.
