Well I was thinking about getting a shared hosting plan from Surpasshosting and I wanted to ask a question first. I know sometimes hosts don't like people using older software because of bugs or holes it may have and could cause exploits. So I was wondering if vBulletin version 3.5.4 is allowed here? It's just the version I prefer at the moment compared to 3.6.0.

Of course it is!
Now, with vBulletin, they DON'T FORCE upgrades, especially for now. 3.6.0 comes with more features, yes, but bug and security fixes are being made to the 3.5 series and even to the 3.0 series! So, no worries there, just keep patching and security up-to-date for your series, which is 3.5. Check the vBulletin Community Forums' Announcements for more information on patching. You can actually upgrade or just import a patch, which the patch fixes security issues but won't overwrite settings or templates like version upgrading could do.

I know, I remember reading about how they'll be still updating those two versions still. That's one of the reasons why I still wanted to use 3.5.4. I've ordered my hosting now, just have to wait the 24 hours.
