I wondering if it is ok to host a security related website where we will create programs and reverse engineer them and teach others how we did it, we will also show software developers how to protect thier programs and common cracking techniques though the use of crackmes; than teach them how to defeat cookbook place cracks

This could be a tricky one. You may have to wait for one of the major players of Surpass to come along and answer this or you could draw up more details of what all you plan to do and submit a inquiry to the help desk.
Sales and support both might have to look it over though. Sounds very interesting though.

In truth there should be more sites like that to help educate developers.
I am afraid to take on something like this we would require that you have a dedicated server. In this way you have more freedom with settings and you will not cause any problem for other customers on the server. I say "I'm afraid" because an educational site would have a hard time generating income for a dedicated server. But we really could not host that in a shared environment.
