How do you buy traffic? Like, buying ad space on popular websites?

If you type in "buy traffic" in google endless come up, it all depends on your niche your site is aimed at.
Lets say for example you run an adult site, you go somewhere like trafficchoker.com where you can select your niche, pay approx $5.00 for 1000 hits control the frequency of the hits say 10 per hour or 1000 per hour
The site then through various sites either place a link on a promotors site, or include your site as a pop up or redirection upon closing
Either way this continues until your site has been clicked about 1000 times
Quality of traffic may not be the best, but experiance has proven to me with an adult site a purchase of say 1000 hits aprox 27% will add to favourites
I would say of those 1000 hits you may get about 20 more hits a day when the dust settles, but you certainly get a good Alexa ranking and the bots tend to crawl alot to

i tried to think how such a program could generate such specific intended audience and by what i read, it cant.

Alas i guess i cant get an increase of 27 % of add to favourites for my adult site starring me
