Why surpass does not bother to warn clients

I have had many sites suspended lately because of so called resource overuse, excessive number of hits and too many http connections.
However in each case no warning was ever issued.
The number of visitors in each case was less than 600 per day. Is that really skyhigh? The high number of hits were because the landing page had a poor design with over 3000 thumbnails on it so obviously even 100 visitors would raise number of hits to more than 300000 in an hour. The problem was easy to fix, just chop off the page in 3-4 chunks but surpass perfers to suspend the clients so that they take away the business to other hosts/
Can someone pls tell me why it is so difficult to issue a simple warning or work with the client?

In which ticket ID did the suspension occur? I'd like to look into this for you.

Usually when accounts are suspended it is because it is causing the server to be inaccessible to other clients or has degraded the performance of the server enough where other customers can no longer use it.

We cannot leave the server in this condition while we take the time to contact you and try to figure out a fix for the problem with your site (could take days!) so the only option left is to disable the script or account and contact you.

If you leave the ticket ID here for removed he will be able to help you out
