It's just a way of having dynamic content in your website. Having everything static is very limiting because in order to display something to your user you have to code that by hand into the html document. What if you want to handle forms? Keep databases? Propagate pages with dynamic content such as news pulled from a database, newsfeeds from other websites, image galleries that don't require anything more than a file selector and an upload button? That's where scripting languages like perl and php come in. Just do some searches around the net, there are some pretty amazing things you can do with them.
