If a person has a vision disability and use a text reading software, the software can't read an image, so putting the title attribute will help the software read the what image is, so that the person...hearing the content of the website can know what they cannot see from the image. Although this would be where the alt attribute comes in. Hope that makes sense to you.

I thought that's what it was for, but I couldn't find a site that said it, so I didn't want to post something wrong.

Don't use frames. I saw an almost immediate increase in bot traffic after getting rid of frames at my site; although, my website came near the top of most search engines when looking for "Mark Headrick" anyway. I sometimes get confused with the other Mark Headrick that works with clocks.

Haha, yes this is the biggest SEO no-no. Bots don't know how to travel through the frames

Yea, but I think the alt attribute might have better results. I'm not 100% sure since I've never used a text reader program before.

Title attribute is where tooltips are supposed to go. In same places they truncate titles or whatever, hover over it and it should display the title text (IE is only browser that mistakenly displays alt text). It's role in accessbility is really minor though... generally only used in the case I mentioned. I believe most vision-assisting software will use the alt and longdesc attributes... though it's been quite a while since I read up on it.

Yes, alt is for images and animation, while longdesc is used for graphs and charts. =)
