shouldn't it be possible to give these users access to their files without allowing access via the regular domain?

for example via a temporary subdomain / folder of surpass but not through their usual domain.

then they can at least get their files to move to a new host

We never hold files away from the customer. Suspension is temporary, it isn't permanent.

If you cannot upgrade or resolve the issue with your site to remain on shared, then we provide you access to the account or make backups for you.
