PHP/Fantastico Mail List Capabilities

Hello,

I'm new to this and have been considering whether or not to purchase an automated e-mail merge program. Does PHP/Fantastico have the ability to do the following:

Do an e-mail merge so that each message is customized?
Automatically Send html e-mails at future dates?

Also, if you have found a better program that does the things I've listed above, please let me know.

Fantastico is just an auto-script installer.
