Email/PDF question on shared server

I have a shared server-
Now, each month I send out a newsletter to my members through my SMF forum. Now, since my newsletter is quite large, I no longer send it through email but rather upload it to the server and use the email as a notification.

Now- heres my 2 issues.
#1- I send to email out to my members and many write back having never received it. I have 700 members. Does the server shut off the mass email through a forum software like SMF? Is it treated like one email or one to every member?

#2- Now that its uploaded to the server. My members are having issues- downloading it. It seems they cant open it or even save and open later. Of course this is a few- I know my wife even had an issue. She uses Reader and its current. (funny though- I came home and had no issue). At first I thought it was something w/the Download module on SMF but I even created a separate folder and people STILL had the issue.
Any reason what is going on?

For the first issue, within the configuration, you might have a limit set for how many emails can be sent out in one shot, or a period of time. Have you checked the settings for this? It is highly recommended to configure it so that resource abuse won't be an issue and sometimes it can be with sending out newsletters or mass emails.

For the second issue, this might be related or not, but just currently in my browser I have been unable to open or download PDF's myself. I'm currently using Mozilla FireFox. It just stopped working. While this is not a solution, it could be the problem. See if those people who cannot access it are also using FireFox, could be a bug or a much needed upgrade?

1-Is there a way I can set this? I would prefer to just be able to send out 1 mass email but I certainly don't want to cause an abuse issue.

2-At least in my wife's case, it certainly wasn't Firefox. She doesn't even know what it is. And I think the others were using IE too.

1. Well I've never personally used SMF, but I'm going to assume there is a configuration file located within the directory for it, or a place in the settings page where you are able to work with it?

2. Hmm, that is rather strange then. Can you post a sample link so I may see if it happens to me also?

I thought on shared servers you are limited to 350 emails per hour. Maybe you can break your mailing into two or three mailings.

Yes, referred to as throttling and batch processing, but I'm not sure how it works exactly in SMF. I'm going to download to check it out now. This would be a great tutorial to have!
