When you log into your FTP account, before clicking the public_html folder, you will find the .htaccess file there. Now about the restart of the server I'm not so sure.

restarting various services like apache can be done in WHM if that is so configured. (not for reseller accounts)

I assume you're on a shared hosting account since this topic was posted in the "Shared" forum. With that said, you will not be able to do this on a shared server.

Because this is posted in the shared hosting account area, this is not possible for shared accounts.
Because of the nature of your question though, I want to dive into this a bit deeper. Are you thinking that you need to restart the server after making a change to .htaccess? If so, you do not, changes to the .htaccess file are immediate. Now if for some reason a change is required to httpd.conf (which only admins have access to), that would require a restart of the httpd service.

yes, my account is an share hosting account. I want to add some codes to the .htaccess file and I thought it will require a restart to take the affects. What happens if I deleted the .htaccess file unintentionally ? what should i do?
