I don't know if this is possible with the way PHP is setup. But, I'd like to see the ability to see php directives that affect all directories in public_html in one place instead of having to copy php.ini to every directory in an application.

Most applications copying the php.ini to just the application directory works fine, but some applications(Horde - I was wanting to use the DIMP interface for it), I was constantly having to find every directory it needed the ini in.

Try hastymail. Not as FANCY as DIMP/Horde, but nice and simple and easy to set up... no PHP.INI required.
