Yes it does. I have all 8 of my sites under on reseller account. If one needs more bandwidth I can simply add it.

Remember that if you cancel partway through a subscription then you get a pro-rated refund. That's always good

Yeh, that I know... but see, seeing as I have two hosting accounts open with Surpass, I am only paying for one of them. My friend is paying the for more expensive one, the Deluxe one.
