How to connect to MySQL dbs with a command prompt?

I want to edit my MySQL dbs remotely via UNIX/command prompt instead of with phpadmin. How can I connect to them remotely?

You'd have to have ssh access, which requires a $25 fee.

Is the $25 a one-time fee or charged monthly/annually? How would I go about getting it?
