Offering hostees the option of a subdomain

Im not sure exactly how to word this, but I have just moved from regular hosting elsewhere to a Surpass reseller account. On my old account I had a few hostees. Now, I have set up a special free pkg. for them. The problem is, they don't have domains. Is there a way to offer them hosting under my package using just a subdomain. My main account here is wildmoon.ca, so how would I create their accounts to be user.wildmoon.ca?

Go into the CPanel for the domain, there's a subdomains button, click it, and it's self explanatory from there

Will this allow them to have their own CPanel? It doesn't appear like it would. That's the whole reason I moved to Surpass -_- (15 USD a month as opposed to 15 USD a year)

Login to WHM,
Click Create new account.
Where it says Domain, just insert the sub-domain.
It should start to work anywhere from 10 seconds to 24 hours. (this is standard for any host)

Yes. Just use something.wildmoon.ca as the domain name.
