Making Reseller for other people?

I have a VPS if I sell them a reseller package how do they make other accounts by WHM .. I tried it and you can login to WHM but there was no option to make other accounts or to create packages... Anybody have an idea how I make a reseller account for somebody else.

I would suggest contacting support to make sure the account is setup right.

It was just a test account but I figured it out.. I needed to go to the reseller section and give permission to the account to do certain things.
