I'm a little confused about what you're asking, but I'll give a try at answering.

First, you should of got the FTP information for your site in a welcome e-mail. This e-mail can take up to 48 hours after you sign up. If by then you haven't got this, submit a ticket to the help desk at https://desk.surpasshosting.com.

In summary, you don't need to add an FTP account to upload files to your site. You just set up your FTP software to go to www.YourDomain.com and login with your cpanel id and password. Again this information should be in you welcom e-mail.

Once logged in, you would put your site's files in the public_html folder.

I hope this answers your questions, or at least points you in the right direction.

FTP client: Server = your IP#; username = username; password = password
port = 21; base http request folder = public_html.

You do not have to make a FTP account. That is a special needs function, jailing from that folder down only.

In cPanel you can FTP by using the 'file manager'; click on folder icons to open them.

When you create an FTP account through cpanel, it creates a subfolder in the public_ftp folder. From there you wouldn't have access to any other folders. I'm just guessing here, but it sounds like you logged into the account you created and not your main account. Your main account would be the same logon information as your cpanel logon.

Again, I'm just guessing. Hope you figure it out.

oops, it looks like cowboy just beat me to it. I need to learn to type faster.
