Is it possible for me to create an account with my domain name not yet pointing to the server?

It certainly is.

You will always be able to access the server via the servers IP address.
And your site is accessible that way to, such as
http://123.456.7.8/~username/

When you get a domain, you just point the DNS to the IPs.. and you're all set.
