If I wanted to make a site where people could upload erotic imagery, would that be against the Surpass TOS?

Adult content is allowed as long as it is legal. As for uploading, will this be a high traffic website? You should try looking into VPS or dedicated servers, so that you won't run into any problems as your visitors start to upload/download these images on your server.

Well, it'll probably start off as hentai. Might move onto actual "imagery" later on. But definitely no children.

As for dedicated server... I make only enough to pay for my shared hosting and many domains.

Well, I only suggest those options since on a shared server you have to think about not only your site, but your neighbor's as well. If you know that your hentai site will spike traffic and also be interactive to point where visitors will be eating up your resources, that's where most likely a dedicated will come in, since it your own environment and you can do anything you want on it.

None of my sites spike traffic. :P But I will put up ads and have a donate button to try and get a dedicated server.
