why my domains are down i am trying to upload another domain and it seems my emails and domains are down is there a reason why? thanks

i think i am blind i can't find it my sites and emails keep working on and off since today.

i'm kinda mad cause i just signed up with you guys and already there been on & off downtime does this often happen? for the past 3 days my sites, ftp & emails are working on & off.

my new billing company is trying to get into my ftp to install my password management and they keep getting this error

This is probably because the ftp was causing problems when I tried to change directories after logging in. The error I receive is:
421 Too many connections (3) from this IP
ERROR:> Service unavailable. Try again later.

i have also gotten it a few times as well. i mean i am not starting troubles here or trying to cause problems but when you pay for hosting you want good service, thanks.
