Dedicated server - setup vs no setup

I was looking through the Dedicated Server options on the website - for each of the packages, there's a setup and no setup option. What's the difference between the two? I couldn't find anything on the website.

with setup you pay a setup fee and are charged less monthly
without setup you pay no setup fee and pay more monthly

in my opinion if you are staying more than 10 months go for a with setup plan
if you are staying less than 10 months you should go for a without

you'll want to stay forever with surpass once you join because its so great!
