THE OFFICIAL WORD IS:
Fantastico is returning to Surpass. If you don't have it yet, it will happen soon. Surpass is upgrading the servers Cpanel's one at a time. The custom Kpanel skin is NOT returning... you'll get the Cpanel X-Skin. John

It doesn't really matter much to me. I was just stating my observations. When I want something installed, I do it myself.
