Users being able to upload documents or pictures?

Hi,

I've seen some sites where users can upload documents (such as stories) and pictures and other users can post reviews on these. Does surpass offer such a service? If not, does anyone know which servers do? Thank you

Surpass can definately host such types of websites... and you could setup a site like that with a CMS such as Expression Engine.

That's usually done with PHP or some other scripting language...
If you feel like being adventurous and writing the code yourself, then this tutorial might help.
For pictures, I believe Fantastico has some galleries which allow comments and reviews.
I don't know about documents, but e107 allows people to upload anything (depending on what you limit it to) and post comments/reviews.
