backend joomla error message

Hi all,

I am using joomla website and i have this error message when i click on link on backend to approve document received on the public_html/download/upload folder:
Forbidden

You don't have permission to access /administrator/index2.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.37 Server at www.idocyou.com Port 80
Can you tell me please how can i fix that ?
