Apache conf

Can you edit the apache conf file if you are on a shared account? I am having some problems with a 403 forbidden error and wanted to take a look at it, but can't seem to find it.

No, only support can do that. You would need either a VPS account or a dedicated server if you need root access which is required to make changes to httpd.conf.

You can however, use plenty of directives in .htaccess

Either way, open up a ticket to support and see if they will help you out. http://desk.surpasshosting.com
