For resellers, you have to contact support and ask them to install it.

You don't need support to install Ioncube at all for you.

All you need to do is go to http://www.ioncube.com/loaders.php and download the Linux (x86-64) loaders by clicking on the [Windows] Installer (2.97 MB) link. From there it will prompt you for the FTP address/hostname, username+password and then will want to know where you want the ioncube folder installed.

Once you install it under the directory where your WHMCS installation is located, let'r rip. After that make sure you adjust your PHP.ini file accordingly.

Support told me last time I was having issues, that I could do this myself (and even before I sent them the ticket, I knew I could) so no doubt you should do it on your own and learn (since it's easy.)
