The message means that the cronjob was not able to run or open the file "cron.php".
The cronjob is creating invoices, suspending accounts and updating statics like bandwidth and used diskspace - if You have made that settings in "Configuration/Automation Settings".

Oh poop, I couldn't even log in and got myself banned from trying too many times. I just put a ticket in with whmcs to see if they can help.
