Error Message upon creating new client account

Hi All,

When someone tries to purchase hosting I am getting this in an email:

Error: Curl Error - couldn't connect to host (7)

Then when I go into admin section I have the account but it is still pending.

I have uploaded the ioncube folder as well to troubleshoot this but that didn't help either.

If I go into the server manager, and click on the WHM button it won't even log into my WHM admin area.

Need some help please.
